Mussey Grade Road Alliance Responds to Southern California Edison Company's 2022 Risk Assessment and Mitigation Phase Report

The Mussey Grade Road Alliance (MGRA), a grass-roots citizen-based organization, has filed a response to Southern California Edison Company's (SCE) 2022 Risk Assessment and Mitigation Phase Report (RAMP). The MGRA, established in 1999, has been actively involved in utility wildfire risk issues at the California Public Utilities Commission since 2006. The Alliance has proposed various measures for wildfire safety in California, including utility fire ignition data collection, statewide utility fire hazard maps, and utility fire prevention plans, which were approved by the Commission in previous proceedings. The MGRA has contributed to the review of utility Wildfire Mitigation Plans (WMPs) since their inception in 2019 and has had many of its recommendations adopted by the Commission and Office of Energy Infrastructure Safety (OEIS). The MGRA plans to continue making contributions to the SCE RAMP proceeding, including exploring SCE's covered conductor program, which has been able to deploy covered conductor at a lower cost and higher Return on Equity (RSE) than other major utilities.
