European Commission Establishes Minimum Requirements for Training Attestations for Natural Persons

The European Commission has issued a regulation (COMMISSION IMPLEMENTING REGULATION (EU) 2025/1893) that establishes minimum requirements for training attestations of natural persons and the conditions for the mutual recognition of such training attestations. The regulation also requires attestation bodies to establish and apply procedures for the issuance of training attestations, retain records of issuance, and provide a safe training environment. Member States are required to specify the authority or authorities competent to designate an attestation body and to ensure that refresher training courses provide proof of practical and theoretical knowledge and skills.

The regulation repeals Commission Regulation (EC) No 307/2008 and enters into force on the twentieth day following its publication in the Official Journal of the European Union. The regulation aims to ensure a high level of protection of human health and safety, as well as the environment.
